
Construction workforce management is the practice of knowing who is on a jobsite, which company they work for, whether they are qualified to be there, and how long they were onsite. On modern projects it is built on access data, so every entry and exit at the gate becomes headcount, attendance, and hours without anyone filling in a form.
Construction workforce management covers everything involved in knowing and coordinating the people on a project: registering them, verifying their qualifications, recording when they are onsite, and reporting on all of it.
Workforce management and workforce visibility describe different scopes. Workforce management is the whole practice, including onboarding, credentialing, and communication. Workforce visibility is the narrower question of whether a project actually knows what is happening with its labor right now, which is the part most projects struggle with.
The distinction that matters in practice sits between planned labor and actual labor. A schedule says how many electricians should be onsite Tuesday. Workforce visibility shows how many were, which company they came from, and what time they left. The gap between those two numbers is where schedule slip lives.
Workforce data comes from the gate rather than from a separate system.
1. Workers are registered and credentialed. Each worker has a record: name, employer, trade, and the certifications the project requires.
2. Access events are captured at entry points. Every scan at a turnstile, reader, or staffed checkpoint records who entered, when, and at which gate. Exits are recorded the same way.
3. Events roll up to the site level. Individual entry and exit events aggregate into headcount by hour, by company, and by trade. This is where access data becomes workforce data.
4. Reports are generated automatically. Daily headcount, hours by company, gate traffic, and exception reports come out of the same event stream without anyone compiling them.
5. The record accumulates. Over months, daily headcount becomes a manpower curve showing how labor actually ramped, peaked, and tapered against what was planned.
Headcount is the count of people onsite, and the useful version is current rather than end-of-day. It answers a question that comes up constantly: how many people are here right now?
Live headcount is the count at this moment, derived from who has entered and not yet exited. It is what matters during an incident, when a superintendent is deciding whether the jobsite is staffed for a pour, or when an owner walks in and asks.
Headcount by company breaks the total down by employer. On a project with dozens of subcontractors this is more actionable than the total, because it shows which trade partners actually showed up.
Headcount by zone shows distribution across the jobsite rather than just the total, which matters on campus-scale projects with multiple buildings or work areas.
Daily headcount over time is the manpower curve. Charted across the life of a project it shows the ramp, the peak, and the taper, and comparing it against the planned curve is one of the earliest signals that a schedule is drifting.
The common failure mode is counting entries without counting exits. A system that records arrivals but not departures produces a cumulative number that grows all day and says nothing about who is currently onsite.
Attendance is the historical record: who was onsite, on which days, and for how long. It comes from the same entry and exit events as headcount, read across time rather than at a moment.
Hours onsite is the elapsed time between entry and exit. This is a record of time onsite rather than a payroll timesheet, which makes it a different and often more defensible number than time claimed.
Hours by company aggregates that across each subcontractor. When a trade partner bills for a crew of twelve and the access record shows eight, the conversation has a factual basis.
Overtime visibility surfaces workers onsite beyond normal shift length, which matters for fatigue management as much as for cost.
Exception reporting is the part most systems handle badly. Workers who registered but never appeared, workers detected onsite without a scan, duplicate scans on one credential. These are the records that show whether the data can be trusted.

The test of a reporting layer is whether any of its reports change a decision, not how many it generates.
